Has extensive management experience in production organization, quality control (ISO, HACCP), and process management in the food industry, agricultural sector, and catering establishments. He carries out the establishment, design, and formation of operational procedures for businesses from the ground up.

Has rich management experience in transformation initiatives in the public and private sectors, KPI management systems, process optimization, international certifications (FSC, ISCC PLUS, REACH), and food safety strategies.

Has extensive experience in budget planning, preparation of management reports, internal audit (financial and process audit), risk management, and setting up tax/accounting records in compliance with Azerbaijan's tax legislation.

An expert with significant leadership experience in planning, implementation, monitoring, and evaluation of large-scale social, educational, and institutional development projects funded by international donors such as the World Bank and USAID. Specialized in individual professional skills development in public, private sector, and civil society institutions, training module design, and institutional strengthening of non-governmental organizations (NGOs).

Has international-level expertise in corporate law, WTO trade policy, and intellectual property. Has led the legal support of large-scale investment, infrastructure, and renewable energy projects funded by the World Bank, EBRD, and USAID. As a manager in the private sector, ensures the development of business models and risk management while also actively working on drafting legislative acts at the level of government bodies.

Dr. Elxan Mikayilov (Ph.D. in Economics) has over 18 years of deep experience in public administration, strategic planning, food safety, and business development. He has held leadership positions at the Administration of the President of Azerbaijan and AQTA, and has directly led the development of the country's strategic roadmaps, state programs, and key legislative acts.

Has over 10 years of professional experience in plant protection and agronomy in the agricultural sector, particularly in large-scale agricultural enterprises. Applies deep academic knowledge in soil science, agrochemistry, and biology fundamentals in production, implementing management fully compliant with international quality and environmental standards (ISO 9001, ISO 14001, GLOBALG.A.P.).
